The massive limestone structure was incepted in 1888 by then-Joliet mayor, Patrick C. Haley, who envisioned a "Castle on the Hill" for his beloved town. He commissioned nationally known architect and Egyptologist, Frank Shaver Allen, to design and build his vision. The impressive building, which took two years to complete and opened in 1891, stands three and one-half stories high and is flanked by immense front and back stone balconies.

Although the grand, 130+ year-old building has had updates throughout the years to include modern day amenities necessary for today's events such as central air, larger bathrooms, handicap and wheelchair accessibility and an in-house, state of the art sound system, great efforts were made to keep many original characteristics. Stained glass windows, intricate friezes, ornate adornments, original oak, cherry and mahogany woodwork and six fireplaces in addition to all of the authentic Victorian décor were kept and lovingly refurbished.
